The overall goal of the Mobile project is to enable stakeholders in small and medium-sized cities of up to , inhabitants in Bulgaria, Croatia, the Czech Republic, Hungary, Poland, Romania, Slovakia and Slovenia to increase their share of biking as a mode of everyday transport, and for cycling to claim a significant share by the year By creating national working groups on cycling in the target countries, the project aimed to support the long-term development of cycling, maintain exchanges of experience, and empower municipal planners and decision makers to make the right investments, improve planning procedures and trigger changes in behaviour at local level.

The REC was responsible for facilitating dialogue among Hungarian and Polish transport and cycling stakeholders; disseminating information about good practices in cycling planning, infrastructure and services; communicating behavioural change; and organising capacity-building events in the two countries.
